Clifton E. Jeffers, Sr. Vice President/Chief Technology Officer (CTO)
 
History:   Mr. Jeffers ties to LOT go back further than most, as he has been a personal friend and colleague of Mr. Thompson for more than twenty years. Some call it the "University of Central Florida (UCF) connection;" they simply call it a bond of friendship and trust that started years ago. They both share the same vision… LOT and the LOT Team are simply the best!
 
Experience Summary:   Mr. Jeffers graduated from UCF where he earned his B.S. degree in Information Systems Engineering. He is a software engineer with over twenty years of experience in all phases of the software development life-cycle – analysis, architecture design, development, integration, testing, transition, quality assurance, implementation, maintenance, prototyping, independent verification and validation (IV&V). He is proficient in process engineering, process management, software architecture design, development, implementation and maintenance of client/server in a real-time web distributed environment utilizing relational database systems. In addition, his experience and knowledge allows him to understand the entire business process and provide quality service and support to the customer.
 
Mr. Jeffers is the Sr. Vice President/Chief Technology Officer (CTO) and Vice Chair of the Board of Directors of LOT.   He directs and coordinates the activities of the company which includes multiple service areas. Guides and directs management in the development, production, promotion, and technical aspects of the organization’s products and services.  Formulates and administers company policies and develops long-range goals and objectives. Retains profit and loss accountability for operations within predetermined guidelines. Reviews analysis of activities, cost, operations, and forecast data.   Mr. Jeffers is the primary interpreter of operational technology issues and decisions. His role involves a detailed understanding of where technology is going, a vision of where the business should go, and the ability to mesh those together and explain on both sides how that vision is going to be accomplished. Ultimately, Mr. Jeffers is the technology specialist who serves as the bridge between the technologists and program areas to help them understand these details in order to make disciplined and proactive Information Technology (IT) investment decisions.
 
After Madison Research Corporation (MRC), Mr. Jeffers was employed for two years at LOUI Consulting Group, Inc. (LCGI), as the senior computer scientist contractor to the United States Air Force (USAF). During this period he performed as the lead computer scientist and project manager for the software maintenance of the F-15 Technical Assistance Database System (TADS) program.
 
While working for MRC and LCGI, Mr. Jeffers worked as an Adjunct Faculty at Middle Georgia Technical College for over three years; instructing and supervising students in Microcomputer installation and maintenance classes, and laboratory projects. He planned and prepared classroom lecture and laboratory projects in accordance with the State of Georgia Board of Technical and Adult Education Standards.
 
Mr. Jeffers previously worked for over seven years at MRC as a senior software engineer contractor to the USAF. In the last five years at MRC he performed as the lead software engineer and project manager for the software architecture design, development, implementation and maintenance of the USAF F-15 TADS program at Warner Robins-Air Logistics Center (WR-ALC). MRC achieved the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMi), Staged Representation, Level 3 during the development of the F-15 TADS. During the first three years he performed software maintenance on the USAF MC-130E Combat Talon I (CT-I) Operational Flight Program (OFP) and Control Display Unit (CDU). He was one of the key persons who performed IV&V in the transition of the CT-I OFP and CDU project management and software maintenance activities from Lockheed Martin Skunk Works (LMSW) to in-house at WR-ALC.
 
Prior to the USAF, Mr. Jeffers was employed for over seven years at The Orkand Corporation as a software developer contractor to the United States Postal Service (USPS). He was one of the key persons in the transition of the Multiple Entry Point Postage System (MEPPS) program and the Address Matching System project management, software development and maintenance activities from an outside contractor First Data Resources (FDR) to in-house at the USPS facilities in Memphis, TN. He then progressed his career as the lead software developer and project manager for the software architecture design, development, implementation and maintenance of MEPPS.
